I've been testing this myself recently and here's what I've found.
There are 3 statistics you need to familiarize yourself with.
Scan Precision- Is what determines from how quickly or accurately you can detect/analyse your Target via LOS or Radar.
Scan Profile- The, for lack of a better word, signal your suit sends out when it performs various actions.
Scan Radius- How far away you can see targets on your radar.
(The following is to explain what people mean when they say LOS/Chevron)
LOS = Line of Sight. When you spot an enemy through your normal HUD vision that enemy is "tagged" with a red chevron icon. If you don't know what a Chevron Icon looks like, the best i can do is tell you that it looks kinda like a " V ". When an enemy is in your LOS it's not YOU that can see this Chevron but your allies. As long as you have them in your LOS your allies will be able to see the Chevron through walls and on their Radar, provided they're in range.
To elaborate.
It would be slightly more simple to think of Scan Profile as how much "Sound" you emit. When your running or shooting the enemies radar lights up with your position when your in their Scan Radius. Decreasing how much "Sound" you emit when performing said actions will cause the enemy to not see you on their Radar, as well as not be able to tag you for other players via LOS, at all.
Lets say that, hypothetically, everyone starts with a Base scanning precision of -15 (which means it can detect anything with a Profile of -15 and higher) and profile of 0.
If a player were to decrease their scan profile to -20, then that player would no longer appear on said enemies radar when they performed any action and would not be affected by LOS and therefor not be tagged by the Chevron marker. It would also take longer for the Enemy to see your Information via LOS.
If the enemy player were to increase their Scan Precision to -25, they would then be able to see you once again.
At this time i do not know if it's possible to raise Scan Precision low enough to the point where you can see the enemy on the map no matter where they are within your Scan Radius, but believe me i'm working on it :)
On a side note it's actually almost impossible to effectively detect somebody with Maxed Profile Dampening in the game.
Dropsuit Command = -5% to Scan Profile per Level.
Profile Dampening = -5% to Scan Profile per Level.
Prototype Dampener Module = -15% to -25% per Module Level.
so if you maxed those you'd have around -75 Scan Profile.
VS.
Profile Analysis = -5%
Precision Enhancers = -10% to -20% Scan Precision per module level.
Which adds up to -45 Scan Precision.
Now the inclusion of Active Scanner equipment is supposed to balance the scale here but I've heard from a Corp. Mate and on the Forums that they're mostly useless at this stage in the game. I'm going to do some testing myself and then i'll get back to you. Hope this helps.

Other then the math, everything said seems right to me.
Is that so? I'll take your word for it since it seems you've done far more research into it than I have. Any thoughts on Profile Dampeners Vs. Active Scanners?
